What you need is the 4th edition Core Rule Book. This book contains everything you need to play the game and will run you $40-$60.
You do not need any other books to play. However if you are looking to invest a little more I would recommend the supplement books Enemies of the Empire and Great Clans in that order. Enemies of the Empire will give you a ton of good baddies to fight (in addition to the ones the core rule book gives you) and great cleans gives you a bunch of expanded options for character creation. At this point there are dozens of L5r 4th edition books, but those three books will be more than enough for a long time. In order of importance in my opinion: • Core Rulebook • Enemies Of The Empire • Great Clans • Emerald Empire • Secrets Of The Empire • Atlas Of Rokugan • Books of Air/Earth/Fire/Water/Void • Sword & Fan • Imperial Histories 1&2 Honestly outside of the Core Rulebook and maybe Enemies, all of the books are like 95% fluff (very good fluff) and 5% crunch.
If you want a heavier focus on customs and tradition then I'd bump Emerald Empire higher. If you're expecting a stronger focus on clan politics rather than the more supernatural threats I'd swap Enemies and Great Clans. If you want a heavy and detailed focus on warfare or courtly politics then I'd bump up Sword & Fan. If you want to pick a particular moment in history to flesh out in greater detail then I'd rank Imperial Histories a bit higher, whichever one contains the time period you need, with 1 having the more traditional historical periods, and 2 containing more weird and alternative timeline periods. Atlas of Rokugan doesn't really have much essential information but I'm a sucker for sticking to canonical geography in any setting I play so I rate it highly because it's a very very cool book.
Hope this helps:) • • • •. Hey really sorry I haven't been on reddit in a few days. The element books are honestly all over the place. They examine things like fighting styles, magic, factions, the world through the lens of a particular element. For example the Book Of Air discusses archery and spear fighting, air based magic and kiho, and things like the weather, kite fighting, falconry. A lot of it isn't terribly essential and it feels more like a haphazard assortment of topics sometimes only tangentially connected to the element, and to be honest the fluff isn't always terribly exciting, but I've gotten a decent amount of use and inspiration from them for my game.

Rokugan, which meant Emerald Land in the language of the Celestial Heavens, is the central location of the Legend of the Five Rings universe and its ruling Rokugani Empire's culture is similar to that of feudal Japan. Rokugan is sometimes referred to as the Emerald Empire. Rokugani society is also based on aspects of other Asian cultures such as China and India, as well as their magical systems and mythical beasts.
